Cobra Control Services, LLC Provides Automated COBRA Administration

BAS' COBRA administration service through its subsidiary Cobra Control Services, LLC provides a full-service COBRA administration alternative. Our automated process offers employers a needed tool to outsource COBRA administration at on-demand, wholesale pricing.

Employers first set up their accounts with CCS, providing requested information about plans, rates and coverage periods. Employers can satisfy their responsibility to issue a COBRA initial rights notice to employees by using CCS' initial rights notification package. If the initial rights notice service is elected, an employer can direct CCS to mail the required document to an employee's home, addressed to employee and family, upon enrollment in the group health plan.

When a covered individual experiences a COBRA qualifying event, a plan administrator can log into MyEnroll.com, provide information about the potential COBRA continuant, and request that a qualifying event letter package be mailed to the affected individuals. The administrator requesting the qualifying event letter package, and others on the client's document email list, receive an automatic email confirming the data points of the QEL request. This email checkpoint provides an opportunity for the employer to identify changes to be made to the qualifying event letter before it is mailed.

The morning after the qualifying event letter is requested, it is mailed, via proof of mailing. A copy of the documents mailed to the potential continuant is retained electronically in MyEnroll.com. CCS provides recipients with information about electing continuation coverage, including identifying a lock box for mailing payment for coverage. CCS' client services department is available to address questions through a toll-free telephone number or by email.

CCS monitors election and payment timeframes, and sends a notice if COBRA is not elected and paid within the proper period. If an election is made, CCS sends the continuant appropriate payment coupons. CCS processes payments for coverage, and remits the collected amounts to the employer for processing with the coverage carrier. CCS monitors each continuant's COBRA period, and provides notice of early termination of coverage if payment is not received timely.
