Marketplace Health Exchange Stabilization

The Centers for Medicare and Medicaid Services (CMS) issued proposed rules that would govern Health Care Exchanges (the Marketplace).  These rules do the following: 

  • Shorten the open enrollment period for 2018 enrollment.  The open enrollment period will run from November 1, 2017 through December 15, 2017.
  • Limit special enrollment rights by adding enhanced pre-enrollment verification for special enrollments and allowing insurers to apply premium payments to any outstanding payments owed by the individual.
  • Expand the actuarial values of the different metal plans.

The proposed changes by CMS remains up for consideration, even with the slow down of Congress’ efforts to repeal and replace the Affordable Care Act.
