Electing to be Treated as an Assistance Eligible Individual

The American Rescue Plan Act (ARP) requires employer to provide fully-subsidized COBRA coverage between April 1, 2021 and September 30, 2021 for certain eligible individuals. BAS’ Cobra Control Services distributed COBRA notices and election forms required under ARP for those employers subject to federal or state mini-COBRA who identified one or members of their COBRA population as experiencing a COBRA qualifying event of involuntary termination of employment or reduction of hours.

If an individual wants to receive the fully subsidized COBRA coverage, the individual must complete the form “Request to be Treated as an Assistance Eligible Individual” and return the form to CCS so the person can be considered eligible for subsidized coverage.

Upon receipt of a completed form, CCS will review the form and if approved, designate the person in MyEnroll360 as assistance eligible. If CCS records do not indicate that the individual experienced a reduction of hours or involuntary termination of employment, CCS reach out to the employer for direction on whether the request for assistance should be approved or denied. Monthly, CCS will send employers a report identifying their COBRA population receiving premium assistance.
