The IRS released draft instructions for the 2015 Forms 1095-C/B and 1094-C/B. These forms must be filed in 2016 for compliance with health care reform. When released earlier this year, the 2015 draft forms were not accompanied by instructions.

The new instructions make some minor clarifications to open issues. Specifically, they address

  • Reporting coverage for non-employees;
  • Codes applicable to report contributions to multi-employer plans;
  • Reporting requirements for certain minimum essential coverage such as Medicare supplement plans;
  • The use of the 98% offer method; and
  • Other technical directions.

Benefit Allocation Systems, Inc. is analyzing the newly released draft instructions and confirming that our data collection and reporting module complies with the new guidance.
