Q.- An employee who was enrolled in our health coverage quit. Do we have to give him the right to continue his medical coverage under COBRA or does a COBRA election have to be provided only when we initiate the termination of employment?

A.- Termination of employment is a COBRA qualifying event whether the termination was voluntary or involuntary. If your organization is subject to COBRA (20 or more employees on business days during the prior year) and if the individual was enrolled in medical coverage on the day before he quit, you must provide him a COBRA qualifying event letter and election form.
