Q.- We have two people on COBRA. Are they entitled to participate in open enrollment when we offer open enrollment to our active employees?
A.- Yes. COBRA continuants must be treated the same as similarly situated active employees. This includes having the right to switch plans and add/delete dependents during the open enrollment period.
