Q.- When we tell a former employee that he must make his COBRA premium payment by the first of the month with a 30-day grace period, what does “make payment” really mean?

A.- Under the COBRA rules, a payment is made if it is postmarked by the due date. The payment does not have to be received by the due date, it just has to be mailed by U.S. post by that date.
