Final 1094-B/C and 1095-B/C Forms and Instructions

The IRS has released final 1094-B/C and 1095-B/C Forms and Instructions for 2019. The Forms and Instructions will be used for completing 2019 tax year health care reform reporting.

The “B” forms are used by insurers and some self-insured health plans to report health coverage information. The “C” Forms are used by applicable large employers to report coverage and offers of coverage.

Few changes have been made from the 2018 Forms and Instructions.  The most significant revision is the removal of a reference to the individual mandate since the penalty for not having health insurance has been reduced to $0.00.  There is also a change to the numbers for the affordability percentage and penalty amount due to cost of living adjustments.  The due dates for the forms have also been updated.  The 1095 Forms must be furnished to individuals by January 31, 2020. These printed due dates were further updated by an IRS notice extending Form 1095-B/C furnishing by 30 days to  March 2, 2020.  The IRS transmission deadlines for Form 1094 remain February 28, 2020 for paper filings and March 31, 2020 for electronic filings.
