Cobra Control Services is collecting information on employer decision regarding offering a lower-cost plan to ARPA subsidy eligible continuants. Under the subsidy rules, an employer may, but does not have to, allow a subsidy-eligible individual the ability to enroll in a lower-cost plan.

CCS is reaching out to employers asking them to identify if they will allow subsidy-eligible individuals to change their plan election. Responses to CCS’ outreach should be provided as soon as possible so CCS can administer the ARPA premium subsidy appropriately.
