2020 Draft IRS Reporting Forms Released

The IRS released draft 1094-B/C and 1095-B/C Forms for 2020. Once finalized, the forms will be used for completing 2020 tax year health care reform reporting.

The “B” forms are used by insurers and some self-insured health plans to report health coverage information. The “C” Forms are used by applicable large employers to report coverage and offers of coverage.

The 1095-C Form includes changes related to individual coverage HRAs which, in 2020, may be used by employers to satisfy ACA employer shared responsibility requirements. Hopefully this will be clarified when the IRS releases 2020 Instructions.

Form 1095-C now includes a new line for Employee’s Zip Code and Employee’s Age on January 1. In addition, 8 new codes for lines 14-16 are included. These codes are-

  • 1L - Individual coverage health reimbursement arrangement (HRA) offered to you only with affordability determined by using employee’s primary residence location ZIP Code.
  • 1M - Individual coverage HRA offered to you and dependent(s) (not spouse) with affordability determined by using employee’s primary residence location ZIP Code.
  • 1N - Individual coverage HRA offered to you, spouse and dependent(s) with affordability determined by using employee’s primary residence location ZIP Code.
  • 1O - Individual coverage HRA offered to you only using the employee’s primary employment site ZIP Code affordability safe harbor.
  • 1P - Individual coverage HRA offered to you and dependent(s) (not spouse) using the employee’s primary employment site ZIP Code affordability safe harbor.
  • 1Q - Individual coverage HRA offered to you, spouse and dependent(s) using the employee’s primary employment site ZIP Code affordability safe harbor.
  • 1R - Individual coverage HRA that is NOT affordable offered to you; employee and spouse or dependent(s); or employee, spouse, and dependents.
  • 1S - Individual coverage HRA offered to an individual who was not a full-time employee.

No changes seem to have been made to Form 1095-B and the 1094 Forms are unchanged.
