Q.- An employee is transferring to a different location within our company. Do we have to offer her a COBRA election?

A.- The answer depends on if the transfer is a termination of employment and if she loses health coverage when she transfers. If there is no loss of health coverage, there is no COBRA qualifying event. If the transfer is a termination of employment and she loses health coverage, she should be offered the right to elect COBRA continuation coverage.
