Q.- Our health plan offers mail order prescriptions. There are shipping and handling charges associated with ordering a prescription through the mail. Can an employee be reimbursed for shipping and handling charges through our health flexible spending account plan?

A.- Yes. A health FSA may reimburse shipping and handling fees associated with a mail order prescription. Assuming the item is a prescribed medicine or drug, the item is for medical care and the fees are part of the cost of obtaining the item. The only way to obtain the medical item is to pay the shipping and handling fees.
