Q.- We have an employee who was not enrolled in our health coverage, but we are now terminating his employment. Does he need to receive a COBRA notice?

A.- No. A COBRA notice is provided to an individual who was covered under the group heath plan and loses that coverage due to a COBRA qualifying event. If the employee was not covered under the group health plan, no COBRA notice is needed.
