Q.- Does the Summary of Benefits and Coverage (SBC) required under health care reform have to be provided to COBRA continuants?

A.- Yes. The SBC must be provided to all health plan participants and beneficiaries (spouses and dependents), including COBRA continuants. The SBC is unique to each individual plan sponsored by the employer. The employer must distribute the SBC as part of open enrollment materials. A single SBC can be given to all who reside at the same address, and the SBC also has to be provided upon request.
