BAS Provides Data Collection Tools for Health Care Reform

Health care reform imposes new and additional documentation requirements on employers. BAS is ready to assist employers with many of their compliance documentation responsibilities.

After health care reform is in effect, individuals will have to either maintain health coverage or pay a tax for not maintaining coverage. Employers will have to offer employees minimum essential coverage or pay a penalty.

Many similar requirements have been in effect in Massachusetts since 2006. Massachusetts has been in the forefront of reforming health insurance, at least for its own residents.

One way BAS assists Massachusetts employers is through the collection and retention of the Massachusetts-required Health Insurance Responsibility Disclosure (HIRD) Form. Massachusetts employers have been required to document an employer's waiver of employer-provided health coverage or payment of coverage outside of a cafeteria plan. BAS provides employers a tool in MyEnroll.com for collecting the required information electronically and maintaining HIRD forms in compliance with Massachusetts law. BAS' HIRD Form process is completely automated, syncing HIRD Form data collection with annual enrollment processes. This electronic data gathering provides employers with a tool to easily obtain and retain required information.

Massachusetts has recently repealed some of its documentation obligations, due, in part, to the federal government's delay of the pay-or-play penalty. Effective July 1, 2013, employers in Massachusetts are no longer required to collect the HIRD Form from their employees. The Commonwealth's repeal notwithstanding, BAS' automated systems and data collection development will easily transfer to all employers once the federal health care from requirements go into effect. BAS is already prepared to assist employers with collecting data on the coverage they offer to employees, along with an employee's attestation of other health coverage.
