Q: Can a Health FSA reimburse an expense that insurance doesn’t cover?

A: Potentially. An expense does not have to be covered by the employee’s health insurance to qualify for FSA reimbursement. It must be an eligible medical expense, eligible under the terms of the FSA, properly documented and cannot have been reimbursed from another source.
